How to complete Officer On the Deck Quest?
 
The Fallout 76 Officer on Deck quest should begin automatically when you complete One of Us and return to MODUS at The Whitespring Bunker. First, you should go to the Military Wing ,  where you’ll speak with MODUS, through the laser grid and exam room. Go downstairs and to the end of the restaurant and take the door on the left and head downstairs and the military Wing will be through the door on the left.
 
Inside, MODUS will give you an explanation of the nuclear missile network, which will be very important in the not-too-distant future. However, your primary task for today is to register yourself in the Automated Promotion System. This system is on the far side of the room. Activate the “Activated Promotion System” and you need to rise through the ranks which require you completing a number of tasks and objectives. These will earn you Promotion Commendations. There are three different categories of Commendation that you can earn; Basic Combat, High-Risk Combat, and Enclave Event Commendations. Earn enough and gain a promotion. To earn Commendations, there’s two main ways to do this. First, you can kill Epic Or Legendary Enemies. Enemies with the Epic or Legendary title have stars next to their name. The more the stars next to their name, the more commendations you will be able to earn as a result of killing them. Otherwise, you can earn commendations by completing Enclave Events. Events are quests which need to be completed under a certain time limit. Enclave events pops up on the full map from time to time with "Enclave Event". We list up few enclave events below and on the respective pages, you will find guides for them.
 
Event: Bots On Parade; Location: Lewisburg
Event: Dropped Connection; Location:Watoga
Event: A Real Blast(Recommended); Location: Harper's Ferry
 
The first two will grant you a single Commendation, while “A Real Blast,” will earn you two. Then you just need to go out and raise your rank. Once you do, your promotion will occur automatically. The Officer On Deck quest is done and the next quest should now begin.
