How to Unlock Artisans
 
The only way to get Artisans is to advance your population from Farmers to Workers and then to Artisans. To do this, you need to be able to fulfill their Needs. Here’s how you gonna do it:
 
Click on a house or a dweller, and you will be provided with settler's needs and happiness level on the right side of the screen. Icons will match those that represent a given building, so it won't be difficult to identify your dwellers' needs. Farmers will demand access to the marketplace, fish, and basic clothes. Provide them with these goods and you will be able to upgrade their farmer residences, and recruit workers. This way you will unlock a new social group which can work in newly unlocked buildings. As a result, you will be able to develop your city further. Workers will have additional needs, and thus you will have to produce bread, sausages, soap, and provide them with access to school. Fulfill their needs, and your workers can become artisans - this will allow you to develop your society even further.
 
Note: As the Artisan population pays higher taxes, they would also have higher demand which means you will need to spend more resources to keep them happy. So it recommended that you upgrade the population to Artisans only if you have the resources to build new facilities and produce the required products to keep them happy.

 
 

Upgrade Artisans to Engineers
 
At this point, you will start to see a return on your investment by taxing this class of folks and you will really start to make bank. To upgrade Artisans to Engineers, they need access to schools and universities, and a steady supply of canned food, sewing machines and fur coats. You can look to other islands or to trade with your competitor, to acquire things like the fur coats you will need.

As for luxury goods, Artisans appreciate access to a theater and casks of rum, which sounds like a pretty great combination to me.
 
Upgrade Engineers to Investors
 
Still you need to satisfy engineers’ demand to upgrade them to investors. As with basic needs, engineers need a steady supply of glasses, light bulbs, electricity and coffee. You can obtain coffee through expeditions in the New World. As for luxuries, Engineers enjoy access to banks, pocket watches and penny-farthing bicycles.
 
Once you manage to upgrade your engineers to investor, you are truly in the endgame, and your once fledgling trading port has by now become a mercantile empire.
